Carroll Carroll County Origin: Carroll County was formed in 1837 from Baltimore and Frederick counties (Chapter 256, Acts of 1835; confrmed by Chapter 19, Acts of 1836, which passed January 19, 1837). The county was named for Charles Carroll of Carrollton (1735-1832), Revolutionary War statesman and a Maryland signer of the Declaration of Independence.
